I need to create a splash page where one letter in the text animates like a cartoon character then changes back into a letter. Can I convert text to vector graphics so I can manipulate the nodes? If that is not the way to do it, what should I do?

Is it possible to import HTML text with non-Unicode characters to Flash document? I want to create a dynamic site and since I'm Lithuanian I want to use Lithuanian characters [that's windows-1257, Baltic, charset]. URL encoding of characters doesn't seem to work. Any ideas?
