When I go to Internet Explorer Tools/Internet Options I am getting a screen
that says this is restricted, contact the administrator. I am the
administrator. Win XP Pro. I suspect that some program, probably a spy
checker that I ran a couple of days ago, caused it.

Anyone have any idea how to get this removed.

If you have spybot search and destroy go to immunize in the left
pane..scroll down and uncheck lock IE control panel.
