Off line box question

Can any Computer Wizard please help...

What keeps throwing up the message box -
Work Offline.
No connection to the Internet is currently available to view Internet
content that has been saved on your computer.
Click 'work offline'  or  Click 'Try again' to attempt to connect.

Any help would be most welcome.   I use IE6 - Office 2000 and Win 98se

Something is trying to start up your web browser... probably spyware!

Run one or all of these to find out.

http://www.lavasoftusa.com/ - look for Ad-Aware, the free version is
fine.

http://www.safer-networking.org/ - Look for Spybot S&D (Search and
Destroy).

Also this page:
http://securityresponse.symantec.com/

Look for the logo and link, "Check for Security Risks".
