Can't Access Internet Options

Help!
When I click on Tools - Internet Options I receive the following message
and am unable to access Internet Options:

"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."

I am the only one that uses this computer.
I'm running XP using IE 6.02.

See my post above. Are you running a spyware program, particularly Spybot
S&D?
