IE6 and control panel won't close

I am running Win98SE.  I updated IE5 to IE6 from the Windows Update website.
Now, when I try to close IE or Control Panel or My Computer, the windows
close, but the program stays open.  The button is still in the taskbar, but
I can't open the window back up, and when I press Ctrl-Alt-Del, the program
is still there.  I can ONLY close them by Ctrl-Alt-Deleting.  If I don't
bother closing, then I can't open another instance of any one of them.  I
would assume that these aren't the ONLY programs affected, but they are the
ones I use the most, so they're the ones I've noticed so far.

I ran Ad-aware to see if there were any spyware programs hindering me.
Nope.  I have AVG anti-virus running and saving me from any viruses (I
hope).  I tried uninstalling IE6 and returning to my orig config (IE5).
That works fine.  I reinstalled IE6, and the same thing happens.

I would greatly appreciate any help.  It's obviously something with IE6, but
it affects more than just that, so I'm posting here and there.

Hi.

If you do a GOOGLE search for your problem.
You will see a zillion entries.
The general opinion seems to be that 5.5 is better/best for Win 98.
You will also have other non ie related problems if you have the 98/IE6
combo.

IE 5.5 may be better but you can no longer use IE5.5 with WIndows
Update. You must have IE6
