Is all internet activity disabled, or just web? IOW can email be used,
instant-messaging clients, FTP, NNTP (news with a news client such as
Outlook, or better yet, a non-Microsoft client such Agent)?
If all internet activity is lost, it sounds as if the TCP stack has
overloaded, hence the full restart is needed. If a reset-button restart
doesn't clear the stack and allow a resumption of activity, then
something on the board, perhaps in the networking chip, has been set or
misset in operation.
Perhaps an upgrade to IE7 is in order.

I have the same issue with with IE7. I lose connectivity to everything.
