Popup Blocking

I installed IE 5.5 on Win2K/SP4 recently and it blocks popups, utters
a weird sound and won't open the page.

How do I turn popup blocking off?

The IE popup blocker came with Version 6 and XP service pack 2. Perhaps
you installed a 3rd party blocker?

I have all possible 3rd party blockers turned off, at least they are
supposed to be off.

I am using Avast and maybe it's the offender.
