IE7 Links bar where is it ?

I have IE7 with all the updates but although I have links ticked for the
toolbar no links bar appears.
Is this a fault or have I missed some subtle MS operation if so does anybody
in this NG know how to get the links toolbar to show itself?

b'dy odd thing is mine remains unticked yet it is still there.

when I tick it nothing happens..............looks like a glitch
