I ran across this at Hotmail Help. The only thing that stuck out to me
was the cookies issue toward the end. Do you have cookies enabled for
the one that's not working?
If you can't sign in to a website or service with your Windows Live ID,
try the following:
a.. Make sure that your whole e-mail address, including the part after
the @ sign, is typed in the E-mail Address box.
b.. Check that the Windows Live ID network isn't temporarily out of
service.
c.. Check that the website or service that you want to sign in to has
the Windows Live symbol.
d.. Make sure that you typed your password correctly. Passwords are
case sensitive (Capable of distinguishing between uppercase [capital]
and lowercase [small] letters. For example, A is different from a. If
information is case sensitive, it must be typed with the required
capitalization.) . If you've forgotten your password, try to reset it.
e.. If you haven't used your Hotmail or MSN e-mail address for a long
time, it may be deactivated. If your account is deactivated, visit the
Hotmail registration website to open a new account.
f.. Your user name may become unavailable if it doesn't have msn or
hotmail after the @ sign, and you haven't used the account for more than
a year. To sign up for new credentials, visit the Windows Live ID
website.
g.. Make sure that you have configured your browser to allow cookies
(A small text file, created by a website, that stores information on
your computer. For example, your preferences when visiting those sites.)
. If your browser doesn't allow cookies, you can't sign in with your
Windows Live ID.
Configure your browser to allow cookies
1.. In Windows Internet Explorer, click Internet Options on the
Tools menu.
2.. Click the Privacy tab, and then click Advanced.
3.. Select the Override automatic cookie handling check box.
4.. If you're using a shared computer, select the Always allow
session cookies check box.
-or-
If you're using a private computer, under First-party Cookies,
click Accept.
5.. Click OK, and then click OK again.
Note
To sign out of a Windows Live ID website, click Sign Out. If you're
unable to sign out of a Windows Live ID website, try deleting all the
cookies from your computer. To do this, open Control Panel, and then
double-click Internet Options. Click Delete Cookies, and then click OK.

If you haven't already, you might also want to experiment with the
Internet Zones settings in IE7 -> "Tools" -> "Internet Options" ->
"Security" by using "Enable" for every setting you can for "Trusted
Sites" and "Prompt" setting for every setting you can for "Internet
Sites" as mentioned in discussion:

ad/f3ead33d273b2169/36e0dec9bcd587e0#36e0dec9bcd587e0
Also, try adding the following sites to "Trusted Sites"
(Microsoft/MSN/Hotmail/Live sites seem to be using Passport sites for
logging in):
*.hotmail.com
*.imagine-msn.com
*.live.com
*.live.net
*.microsoft.com
*.msn.com
*.passport.com
*.passport.net
*.sclive.net
*.windows.com
*.windowsupdate.com
According to my experience IE7 seems to need to know the "http"
versions also (I'm using very strict "Custom level" settings myself in
IE7), so try adding these "http" versions also to "Trusted Sites":
http://www.hotmail.com
http://www.imagine-msn.com
http://www.live.com
http://www.live.net
http://www.microsoft.com
http://www.msn.com
http://www.passport.com
http://www.passport.net
http://www.sclive.net
http://www.windows.com
http://www.windowsupdate.com
I myself also seem to have a very strange problem with my monitor
settings / monitor software as you can read from this discussion:
