I just began using IE7.  I noticed that the "lock" symbol on the lower
right of a webpage, when I am at a "secure" page (for credit card
numbers and the like) is not there.

Should I be concerned?

Look up on top, at the right end of the address bar.

Hello!

The lock icon now appears to the right of the address bar at the top,
besides, a secure site should show an address (URL) starting with
"https://..." instead of the usual "http://...", regards!
