IE7 popups & scripted windows die trying when allowed

IE7 (& IE6 on popups) both do this:
when a scripted window or popup occurs and the yellow warning bar
appears, and you allow it, the popup or scripted window never appears.

sites aren't working correctly because of this!

when it's allowed, it should come through.  not die in the attempt.

Hello!

   You should refresh your window (F5) right after you've allowed the
popups. Refreshing the display like such will re-run the script which
invokes the popup that was first blocked. Hope this helps!
