I'm sure that there's a way to "chrome" IE7... That should allow for
customizing the position and size of the address bar, refresh, back/forward
buttons etc.

How can one modify the navigation area of IE7?

There is:

1) Install IE7
2) Install Firefox 2.0
3) Install Firefox add-on IE TAB (use IE7 engine inside Firefox UI)
4) Tweak Firfox (like this: http://osterud.name/FF2tweak.jpg)

As you can see it works well. Even Microsoft Update works OK!
