IE6-How Can I Turn Off Toolbars So They Stay Off?

I am using IE6.0 to view .jpg and .art (AOL) images.

So while viewing an image I go to View -> Toolbars -> Standard Buttons and
remove the check.  And I go View -> Toolbars -> Address Bar and remove the
check.

However when I close the image and open a new one, the Standard Buttons and
Address Bar are there again (checked).

Are there command line options or something I can use to get the toolbars off
and staying off?

have you tried locking the toolbar?
