Disable file downloads but allowing TIF files

Greetings folks-

W2K Server (Application Server mode)
IE6

I'm looking for a way to disable file downloads in IE with
the exception of TIF files.  I've tried going into File Types
and associating IE with TIF files, but that doesn't seem
to work (when I go to a web page and try to open a TIF
file off the site, I get the "cannot download files" message)

Thanks for any suggestions-

Only using something like net guardian to ban specific extensions.
