IE7 B3, Localsystem account Process.Start() now fails.

I have an application which runs partially as a service under the
localsystem account. This service from launches other executables or batch
files during the course of its normal running.

Since users have started installing IE7 B3, I've had hundreds of my users
reporting the following error:

System.ComponentModel.Win32Exception: Access is denied
at System.Diagnostics.Process.StartWithShellExecuteEx(ProcessStartInfo
startInfo)
at System.Diagnostics.Process.Start()
at System.Diagnostics.Process.Start(ProcessStartInfo startInfo)

A quick google has shown I'm not the only app that has this problem. There
isnt many reports of it yet, but enough to see that I not just a problem in
my app.

Uninstalling IE7 B3 fixes the problem.

Anyone know why this is occurring?

I have the same exact issue but I'm not doing anything with IE7.  I
also have a Windows Service that launches executables and I'm getting
the same error.

Everything I've found online points to users trying to launch websites,
but my program just launches EXE's.

The environment I'm having the problem on is a Windows 2000 SP4
environment.  I have not had problems on my development machine (XP) or
my test machines (2k3).  Any ideas?

Sorry, its not clear from your post - Is IE7 installed on that machine?

I'm not doing anything IE7, but having it installed is enough to cause this
problem for me.
