What are some of the things that will cause it not to install?

I went through the validation . . . running of the Malicious Software
Removal Tool . . . the "thermometer" went all the way across.  But then
I got a window that said "Internet Explorer installation did not
complete . . . Internet Explorer could not be installed."

It directed me to take a look at the logs in the system directory, but I
couldn't find it.  I looked in the root directory, and in \windows\system.

Wrong directory, although I can't imagine how anyone is supposed to find
it based on the description provided. Heres what you want:

    C:\\Windows\updspapi

You'll probably find a place in the log where some operation failed or
access was denied because of "insufficient permission." You can probably
solve the problem by going to the registration key that was accessed,
right clicking, and giving the Administrator 'Full Permission.' Create a
System Restore point before trying this.

When I finally got it to install, I had to do a system restore anyway
(or I could have uninstalled IE7), because it conflicted with my
anti-virus program. So maybe permission should have been denied after all.
