Opening new webpages in new browser

Where is the setting located that requires web addresses typed in the run
box or clicked on in programs creates a new browser window rather than
hijacking your current one?

I am not sure I know what you mean but I think you are talking about your
Toolbars. If so goto View on your menu and select Toolbars. Here you can
make them visible or invisible by checking the ones you want. You can also
right click on a Tool bar and you will get a pop up and do the same thing.
If Adrresses is visible but not expanded then double click on it and the
addresses window will expand.
