Here is an IE bug that I can duplicate by following these steps exactly.

I found no simple way to report bugs on the Microsoft website. Do MS
employees monitor this ng?
1. This bug occurs only in Favorites SUB-folders with multiple bookmarks.
It does not occur in the main Favorites folder.
2. From an open IE window, use the Favorites menu to select a bookmark in a
sub-folder and move it within the subfolder (rearrange the display order of
the favorite).
3. While the moved favorite is still highlighted, right click and select
Rename.
4. Type a change to the name and click OK.
5. The new name is NOT displayed.
6. While the favorite is still highlighted, right click and select Rename.
7. Type a change to the name and click OK.
8. Message box displays - Title: "Error Renaming File or Folder", Message:
"Cannot rename file: Cannot read from the source file or disk."
9. Click OK. Rename box reappears. Click cancel.
10. Close the sub-folder and come back to it, and the original change made
in step 4 is now displayed correctly.

What you are experiencing is not really a bug, you just cannot see the
rename as the favorites menu has not "refreshed", when you attempt to rename
for the second time the computer cannot "see" the old name as it has been
changed to the new name but in order for you to see the new name you must
either close favorites and reopen or go into a different part of the menu
and then go back to the sub folder to see your change...

The edit should trigger the refresh. The fact that it doesn't is the code
error.
It doesn't have to crash to be a bug.
