Secondary windows don't work

We have a PC here (Win2000) with Internet Explorer 6 and recently it has
developed a problem. Everything seems OK with just 1 window open - real
player inserts are OK, adverts appear - all is normal. However, whenever a
link opens in a new window (any type of link), the second window just opens
as a blank shell and the globe in the corner spins forever and no content
ever appears.

If we press Ctrl-N for a new window, that window opens OK and seems normal.

We have systematically turned off firewalls, virus software, popup blockers
and nothing seems to make any difference.

The same just started happening to me about 2 weeks ago. Links from an open
webpage open a new window but nothing happens. If I clink "stop" and
"refresh," the new site comes up. What gives? (winxpHE)
