Problem with "Save Target As"

Recently when viewing any web site and trying to "open" something from that
web page into a new window, the "new window" comes up as "You are not
authorized to view this page"  In addition, when doing a right click on the
object I'm trying to view the "Save Target as" is grayed out.
I've got three laptops in my house and I've compared the three of them and
have looked at the security settings, under Internet Options as well as the
Advanced settings, but nothing has helped and now I'm a bit stumped.  Can
someone knowledgeable in this NG help me please?

Do all three laptops act the same on the same site? If so, you may not be
looking at a link at all. It could be a script that will only open in the
existing window. This is very common in Hotmail emails you may recieve. Or
at least that is where I see it.
