Outlook express in IE

Can someone tell me how I can copy my whole address book from Outlook
Express  in Internet Explorer 6 to a different folder on my hard drive. I am
using Windows XP.

For what purpose?
Do you just want another copy of the WAB file?
Do you want OE to access it at the new location?
Do you want to do something else with it?

Open OE.  From OE open the Address Book.  In the Address Book go to Help |
About.  It will tell you the name and location of the WAB file it is using.
Close OE and copy that WAB file.

I see the location " Application Data\Microsoft\Address Book\Stan.wab" but
cannot find it when I open windows explorer.

Turn off hidden files.

You will have to set Windows Explorer to show hidden files and folders.  
(Tools | Folder Options | View)
