Mouse Wheel Zoom

Is there a way to set up your mouse wheel to zoom in and out of a
webpage in internet explorer?

Hold down the Ctrl key as you turn the wheel.

This technique on increases or decrease text size.  Is there anyway to
zoom in on the entire page or is there a good utility or add-in that I
could use to accomplish this?

Web Accessories for Internet Explorer 5
http://www.microsoft.com/windows/ie/previous/webaccess/ie5wa.mspx

Even though the website states "tools are only recommended for Internet
Explorer 5", they work fine in IE6. This allows zooming in on graphics.
Don't know of a tool for the entire page.

I have never heard of any software that does that. It's an unusual
requirement. Is there any special reason you need to enlarge the whole
display?

Using the mouse wheel to zoom is not an unusual requirement.  It allows
users to balance readability with an overview of a webpage.  Many other
applications offer this functionality.  For example, Opera allows users
to zoom in and out of web pages using the mouse wheel.  I would use
Opera, but it is incompatible with several sites and add-ins that I
frequently use.
