I've just spent days trying to correct this. See if IE will work in Safe
Mode. If so, then the problem probably isn't with IE itself. If that's true,
try searching seriously for malware. My usual Spybot, Ad Aware, and
CWShredder weren't enough. And NAV2004 missed a couple of viruses too, but
that may be because it was disabled while I was downloading some files. I
thought the sites were safe, but . . .

For a virus scan:
http://housecall.trendmicro.com

For spyware:
Spysweeper at http://www.webroot.com
AdwareAway at http://www.adwareaway.com

And finally, check to see if another program you're running is causing the
problem by disabling them one and then trying to open IE. I had a problem
with a popup blocker that I'd used for years with Win98, but it crippled IE
with WinXP.
