Adobe says Flash now "supports H.264 encoding". Since this encoding is
QuickTime engine (ISO standard), how do I get an H.264-compressed MOV file to
play in Flash Player? (e.g "import to Flash, export as FLV" or some such).

thank you for your prompt reply. However, it does not help me. I should have
clarified that I wanted a solution along the lines of "In Flash player, select
"open file..., choose H.264-compressed movie, which actually opens then plays."
The link you provided launches into programming, moving MOOV ATOMS, esoterica
designed for programmers. I use Flash only because I have to, and am not
interested in becoming an ActionScript 3 programmer. I just want my tools to
work simply. Let me try to be more precise in my question, now that you've
helped by clarifying matters:
1. Is it possible to start with a QT .mov file encoded with H.264, and end up
with it playing on a web site using Flash Player with a custom skin? If so,
does this REQUIRE Actionscript programming? If not, how?

doesn't require any actionscripting. I do this all the time. You start with a
Flash file the size of the video you want it to be.
You go to File > Import Video.
Find your file (I assume it is on a local drive)
You choose progressive download.
You then crop, edit, and resize as needed.
Finally choose a skin (you can always change skin after.) And that's it!
You then have an FLV file that you can export to swf or import into another
Flash project.
If you import into another Flash project you would use File > Import and
locate the FLV file that was created.
