Is it possible to create 4 analogue clocks like this that all display the correct time:

London, Paris, New York, Tokyo

Yes, make 4 clocks and use GMT + or - hours based on location.

Yes it is possible to create such clock using flash actionscript. You can browse on time zone difference/offset to calculate the different time depend on GMT.
