Flash appears on top of Java menu

I have a java menu on my site and a flash movie a little bit underneath that.  
When I hover over a link and activate the drop down the Flash movie is on top
of the java menu.  I have looked all over the internet to find a fix and all I
come up with is adding a param name WMode and a value of transparent.  Doesnt
work at least not for me.  Does anybody know how to get around this.  Thanks.
