I'm told by the contractor creating my Flash project that it needs to hosted on
a web site. My intent was to distribute it to users, who might not have
internet access, on a CD that could be loaded on their host computer. I'm told
that there is a workaround by wrapping the project in a program called, in
think, Zinc. Has the introduction of Flash CS3 changed anything? Is there now a
option that will now permit distribution via CD?

You don't need any special programs to put it on CD the only thing I can think
of is if your contractor is using java it will not play on a computer and will
only work from a server. If you can't get it changed but if you could get a
copy to me I am sure I would be able to get it working, let me know
