Banner above video flv

I wanto to create a layer above a 640x480 pixels flv and add an advertisement
of 600x60 banner with 5 seconds and transparency at the bottom of video. I want
the user got the possibility to click in and open a website.
Sometinhing like http://br.youtube.com/watch?v=Jn05M2WdDlg&feature=related.
There?s no tool in Adobe Flash for this kind of media that i think is the
future of ad?s.
Is Adobe thinking about something?

Adobe should offer some templates at new versions.
And a management system for banners would be nice.

Why bother with a template when it is so simple to just make it
yourself.  what you are talking about is nothing more than a movieclip
on top of a video player that either closes itself in 5 seconds, or
closes itself based on a cue point.  I think it would take longer to
deal with a template than it does to just make this youorself.
