What is the "Modify -> Frame" menu item?

I'm trying to follow instructions on an Adobe TechNote
(http://kb.adobe.com/selfservice/viewContent.do?externalId=tn_14363#layers).
One step says "Choose Modify > Frame", but my Modify menu doesn't have Frame. I
can't find something similar on other menus. The downloadable file for this
exercise is dated 2001, so maybe there's no way to follow these instructions.
Thanks for any light you can shed here.

Hello,

Yeah back in Flash 5 there was a Frames panel that would open when you went to
the Modify menu.  That has been removed in later versions of Flash.
I read the technote and all it's telling you to do is to label frames (Set up
layer: Actions/Labels:).  Click on a blank frame, hit F6 to create a keyframe,
go down to the Properties panel and on the left, where it says Frame, type in a
name in the field below it.  If you look back at the frame in the timeline you
should see a little green flag.  If you extend the frame out you will see the
name you typed.  Frame labels are good for navigating the timeline when you
create interactivity that require you to go from one section to the next.
