Panning background image?

I can't find out how to make a banner that has a panning background image
with 2 stationary images (one left and one right) in the foreground and text
in the middle.

Is there a good "How do I...." site for Flash CS3 that will show newbies
like me how to do this stuff?

Any help would be greatly appreciated.
