how to design 3D slide bar flash

I am new to design flash, can anyone give me clue what software is used to
create flash with slide bar to show 3D picture like this:

This is simple frame by frame animation sequence of 34 frames within movie clip.
She slider basically jumps frames in that movie clip, every few pixels you drag it,
it progress one frame.
