wind effect in flash

:confused;Does anyone know how to make that wind effect to an image?  For
example, how do you make a wheat field look as though the wind is blowing on it
in Flash? Anyone with direction to a tutorial, or knows how exactly I could do
this would be much appreciated!

That kind of effect is usually created in a video effects editor and then
imported into Flash. The only tutorials you could look for is basic video
effects tutorials. That effect has nothing to do with Flash. Now, Flash "can"
help you to create similar motion effects (although nothing compared to the
real thing), but using various transparent layers of graphical items and
individually tweening them.
