flash or dreamweaver???

this may be a really silly question but in general is it more efficient to
actually create your site in dreamweaver and import flash elements? or create
it in flash and then import the swf to dreamweaver before ou publisH??  any
advice would be appreciated!

The two things you asked are almost the same thing. The only way you would
actually "create" your website in DW is if you are going to have HTML elements
along with Flash. In that case, you would just add those little flash elements
into DW wherever you want. I guess your question is confusing because before
you could import any Flash into DW, you would have to create it in Flash.

In any sense, standard methods include creating the graphical elements with
Photoshop (or equivalent), import those elements into DW for an HTML website,
import into Flash for a flash website, or import into Flash and then you can
import the swf into DW.
