You can certainly use Flash to edit text files -- which is ultimately
what HTML files are -- but Flash does not provide WYSIWYG editing tools for
HTML.

Fortunately, HTML isn't a programming language, so that may be an
encouragement. HTML is a markup language for displaying content. Unless
you use something like JavaScript (or ActionScript in Flash), you won't need
to learn how to program. That said, HTML design isn't an especially easy
discipline, not if you're aiming to adhere to recommended best practices.
You'll either want a tool like Dreamweaver, which can do much/most of the
work for you, or you'll want to learn HTML and CSS so you can write your
markup in any simple text editor.
If your changes truly are trivial, any simple text editor will do (e.g.,
Notepad on Windows or TextEdit on Mac).
