here's a suggestion i guess - how about go to a touch screen? then you can completely remove all of the peripherals.
We recommended that to begin with, but it wasn't in the budget. Another way
would be to lock the keyboard away where they couldn't have access to it. This
is what they were going to do, but for some reason, the keyboard is only hidden
behind the display. I started thinking of other problems: what if they hit
Ctrl+Alt+Del; the windows button; Fkeys; or any number of other things. I need
to disallow any keyboard input unless the user keys in a particular sequence
that will allow them to quit the program.

Let's see:
Put the computer in a box, lock the box.
Cover the access ports, lock the cover.
Use a wireless mouse. Some are programmable so the right click is disabled.
Some Apple mice are single button.
An aside NASA does not have ONE engineer with the sharps to deal with this?
Which may explain why they missed something as big as Mars by ~1000
Miles/kilometers.

Yup Jugglor is the tool.
Jugglor can disable the the escape ke, alt tab, windows, tab, alt f4 and
many more features.

We have a similar setup at our planetarium - we have some ancient touch screens
that are helpful in keeping patrons from doing more than they should.
I have been to other kiosks where they used the Windows acct. admin tools to
restrict which keys/mouse buttons are operative. Perhaps a sys admin approach
could help?
