Is it possible to have your movie skip its preloader if your swf has already
been cached in a browser?
so you can avoid having it quickly blink on the screen everytime you visit the
page?
i haven't had any luck finding information on this.

What I've done in the past is to only show the preloader after given amount
of time. Maybe a second or so...

yeah, that sounds like it might work.

maybe a separate php script that checks whether the page is  cache  already
then send that data(usually yes or no) to your movie
