Make sure that the JPEG is "Non Progressive".

To make the JPEG NON PROGRESSIVE using PhotoShop..
1. Open the image in PS
2. File > Save for Web
3. Find and tick OFF the "Progressive" checkbox
4. Save

Now try loading it once more. It should work.
