Writing to external files using Flash

I'm trying to read and write to external files using Flash. I've been doing
some reading and I know you cannot use Flash alone to write to an external
file. I know you can use PHP, ASP, JavaScript, and Director to do this. But
what I'm wondering is can this only be done when using a browser over the
internet, or can it be done running as an application from CD? If anyone could
give me some help with this, it would be a great help. Also if you guys know
any other languages you can use to write data to an external file with Flash,
that would be good too.

You can write an activeX (there are several available in the OS) and
control it via Javascrips on the page.  However, Security usually has
this turned off.

You can use Visual Basic as the container, and then write the file by using fscommand to call your embeded flash program.
