Can a background image be on top of all other things ?

was wondering if an background image can be placed on each page so that
irrespective of content of a page (table, div etc.) it is always shown
at certain location ?

an example will be most helpful

Isn't that contradicting your subject line?
You can position a background image anywhere you like, respective of
the element you set it to. If  you want it in the same place on every
page, I'd set it to body.
But that's not the same as "on top of all other things".
On top would mean either 'not as background', or as background to an
element that's positioned with position:absolute;, but then it would
only be placed on top of all the other stuff, if that element were
last in the HTML.
