How to alert users of Website Maintenance ?

Hello,

I would like to display a standard .htm page informing users that the website
is undergoing some maintenance / publishing is in progress.

I have already created this simple .htm file but I don't know what and how to
trigger when starting to publish changes from development / testing environment
to live / production environment.

Since its an .htm file, it will only get displayed if IIS is still running on
the Web Server (so if IIS is down, then I guess they'll get served that MS IE
standard error page).

How can I prohibit users from hitting any page on my website while I am
publishing changes and this user-friendly message to appear for them to come
back in 10 mins or something (I usually publish database changes compared to
code)?

What is the best practice and how to go about it ?

Whenever we did major upgrades on our web servers, we usually changed the Time
to Live on the DNS records for them to some very low value...let that
propogate, then setup a secondary web server to respond and changed the DNS
over.  Then back when the new stuff was all in place.  

This is a bit drastic for many...it depends on how important it is to you to
always have something respond.

Thanks Bryan,

It totally makes  sense having a temporary secondary web server serving the
notice while the primary web server is being upgraded.

However, I will ask my Network Admin if he can make sense of your advise with
that DNS stuff.

I suspect that he won't understand it "purposely" but I'll get back to you
anyhow if I have more questions.

Is there any "how to" article that will enable me to implement your advise,
assuming I had another workstation ?
